J.R.R. Tolkien was a philologist first and a novelist second, so every people of Middle-earth names its children by a different set of rules. Elves use his invented languages: Sindarin for most Third Age Elves (Legolas means 'green leaf,' Galadriel 'maiden crowned with a radiant garland') and Quenya for the ancient High Elves and for the royal names of Númenor and Gondor (Elendil, Isildur, Anárion, Aragorn's Elessar). The Dúnedain of Gondor use Sindarin too, which is why Boromir, Faramir, and Denethor sound elvish rather than English.

The Rohirrim are different on purpose. Tolkien rendered their language as Old English, so Théoden, Éowyn, Éomer, Gríma, and Erkenbrand are genuine Anglo-Saxon words and names (Éowyn roughly means 'horse-joy'). Dwarves take Old Norse names from the Dvergatal (Thorin, Balin, Gimli). Hobbits get cozy English country names with botanical girls (Rosie, Elanor, Belladonna, Primula) and mock-Latin or Frankish boys (Frodo, Meriadoc, Peregrin, Bilbo, Drogo), plus surnames like Baggins, Took, and Brandybuck. Orcs are harsh, guttural, and clipped: Uglúk, Grishnákh, Shagrat, Azog.

To make a name that belongs in The Lord of the Rings, decide the character's people first, then borrow the right sound: soft l, r, and th with -iel, -wen, -dir, -mir endings for Elves and Gondorians; Old English elements like Éo-, -helm, -bold, -wine for Rohan; two-syllable Norse names for Dwarves; and short homely English for the Shire.
