About persian city names
Persian place names are built from a small set of pieces that have been in use for two and a half thousand years. The commonest is -abad, 'made prosperous by', usually attached to a founder or a quality: Khorramabad, Firuzabad, Mehrabad. Sasanian kings stamped their own names on new towns (Bishapur, Gondeshapur, Ardashir-Khwarrah, Veh-Ardashir), while -shahr means city, -kand or -gerd a walled town (Samarkand, Dastgerd, Borujerd), and -estan a land or region. Many names are simply a descriptive phrase joined by the ezafe 'e': Bandar-e Abbas (port of Abbas), Qal'eh-ye Zarrin (golden fort), Pol-e Khorshid (sun bridge), Dasht-e Kavir (desert plain).
The roots behind those phrases are the words Persian poetry loves: gol (rose), mehr (sun), nur (light), shir (lion), mah (moon), darya (sea), kuh (mountain), rud (river), sabz, sorkh, sefid and siah for green, red, white and black, zarrin and simin for gold and silver. Heroes of the Shahnameh (Rostam, Siavash, Jamshid), Zoroastrian months and divinities (Mehregan, Ormazd, Anahita) and the great poets (Ferdowsi, Hafez, Khayyam) also lend their names to towns.

- Match the suffix to the settlement: -abad and -shahr for large towns, -kand or -gerd for old walled cities, Deh-e for villages, Bandar-e for ports on the Gulf or Caspian, Qal'eh-ye or Dezh-e for fortress towns.
- Use the real names as anchors for geography. Cities ending in -abad cluster in the centre and west of Iran, while -kand and -kent names belong to Khorasan and Central Asia, so a Persianate fantasy region can signal where it lies with its suffixes alone.
- Keep transliteration consistent across your map: pick one of Firuz/Firouz/Piruz, Nur/Noor and Qal'eh/Ghaleh and stick with it, since mixed spellings read as different languages.

Abad means 'cultivated, inhabited, made prosperous'. It is usually attached to the name of a founder, ruler or saint, or to a pleasant quality: Khorramabad is 'verdant place', Firuzabad 'victorious place', Mehrabad 'place of the sun'. The suffix spread with Persian culture, which is why it appears from Islamabad and Hyderabad to Ashgabat.
How do I invent a Persian-sounding fantasy city name?
Combine one evocative root with one place suffix: Golnar + abad, Shir + kand, Setareh + dezh. Or build an ezafe phrase from a place word and a descriptor: Bandar-e Mahtab (port of moonlight), Qal'eh-ye Bahram, Darreh-ye Gol. Two or three syllables before the suffix, stress on the last syllable, and no consonant clusters at the start will keep it sounding Persian rather than Arabic or Turkish.
