Start with a plausible given name from the period and region, then add either a real-sounding surname (Elspeth Raine, Honoria Vance, Marisol Vega) or an epithet earned at sea: Red Meg, One-Eyed Bess, Salt-Tongue Kate, Bloody Nan. A Captain title or a crew role such as Quartermaster or Bosun instantly places her on the ship, and a fantasy setting can swap the surname for a sea-flavoured compound like Tidewhisper or Brinewake.
