Many of the English ones appear on lists of endangered British surnames, and the continental ones are regional, noble or dialect names that are well documented but rarely encountered outside their home country. That is what makes them useful: they read as believable without being familiar.

If your character is English, a locative or occupational rarity (Hathersage, Shakeshaft) sounds native; for a European background use a name from that language's list. Then read the full name aloud with the given name and a title (Dr. Hebblethwaite, Mrs. Quattrocchi). If it is easy to say and hard to forget, it is working.
