Real flags are rarely called 'the flag of X' by the people who fly them. They earn nicknames, and those nicknames follow a few patterns. For worldbuilding, the most convincing approach is to name the flag the way its own citizens would: pick the one charge or colour that matters most (a heron, three pines, a broken chain) and let that become the shorthand, then add a formal heraldic version for documents and a nickname for soldiers and sailors.
